A "genuine shift in the approach to web content management in the public sector" is taking place, with the implementation of Jadu Galaxies software.
The move should reduce development costs and reduce the time taken to get websites online.
Local authorities are "faced with an information overload", with corporate websites often containing tens of thousand of pages, claims the government.
Further complications arise when individual areas need their own website, for tourism or community sites, or other local issues - which creates a "mammoth task" for webmasters, highlighting the need for new software, it states.
Jadu Galaxies' content management system should allow unprecented developments in local government's control over their web pages, the company believes.
Suraj Kika, chief executive officer of Jadu, comments: "We're giving local authorities the tools to do it themselves at a speed never seen before in a corporate environment.
"Websites that previously took weeks to develop can now be compiled in a matter of hours," it adds.
Newcastle City Council has already overhauled its entire IT infrastructure recently, which it states will save millions of pounds by improving efficiency and reducing outlay.
