Norfolk County Council is planning to create a WiFi broadband network, which will provide free Internet access in Norwich.
The £1.1 million project is part funded by the East of England Development Agency and is designed to help public sector employees, the business community and the general public.
Set to be the largest of its kind in the UK, Norfolk Open Link will cover a four km radius from County hall, in addition to key business sites to the east and west of the city.
Eppie Zandvoort, South Norfolk Council's cabinet member for the economy, commented: "The switch on is great news, and will prove a fantastic opportunity for business, the economy and for the thousands of ordinary people in our community."
"We will be able to offer connectivity to more people and offer a giant technological leap over the barrier of rural isolation that affects so many."
