A key factor in successfully delivering e-government services is usability, a European Commission study has found.
"User-orientation is what matters most for e-government provision," claimed eUser, the body which conducted the survey.
The majority of EU citizens have had a positive experience when accessing government services on line, the research indicated.
However, the study also found that 33 per cent of Internet users have found some form of barrier in the accessibility and usability of the services, which could be improved by focussing on creating a better overall user experience.
Werner B Korte, eUser project manager of Empirica, commented: "While some countries, like Denmark and the United Kingdom, have a leading edge, European leaders have not done enough to tailor services to the users."
"Users will demand far more in the future and there is room for improvement."
The eUser project has been created to analyse the impact of e-government in the EU and suggest methods of developing the services available on the Internet.
