Wireless Internet access and e-learning are initiatives which could improve service delivery in Wales, according to the Liberal Democrat spokesperson for economic development.
Kirsty Williams, in an interview with eGov monitor, claimed that the country, particularly in rural areas, could obtain "great benefit" from advancements such as broadband, while businesses can maintain global communications no matter where they are based.
However, the minister also warned that this dream is yet to be fulfilled, with many areas still deprived of broadband access - an issue that must be addressed if Wales is to be promoted as a place to do business.
"We have the opportunity to use new technology to improve how services meet the needs of the individual, showing the world how it's done and exporting that expertise."
Last week, the Prime Minister's Office announced the appointment of new members to the council for science and technology, which seeks to promote technological advancement in the UK and improve service delivery.
