At a time when Government expects all public sector web sites to meet specific accessibility levels, it has never been more important to realise both what constitutes an accessible web site and to fully understand the degree to which online accessibility is already being achieved.

Web Accessibility in London Borough Councils provides an accessibility analysis of London Borough Council Web sites checked against ten criteria for best practice web accessibility. The report discloses the results from both manual and automated accessibility testing carried out on the Web sites of the 33 Borough Councils in London.  The testing was carried out on two separate occasions over a period of three months, measures more than just accessibility, and comparatively examines where councils are upholding and sustaining equal access.  The report presents a league table of results on a site by site basis drawn from the most recent cycle of checks, and summarises the guidelines and legislation against which the Government sets their targets.  The report is unique in that the methodology clearly identifies the measurable criteria in order that readers fully understand the principles when measuring Web site Accessibility.
